구글플레이 개발자 약관이 올해도 변함없이 업데이트되었습니다. 8/23일 시작, 유예기간 30일이니 9/22일까지 약관 숙독하고 필요사항은 다 조치하세요!!
작년에도 유사한 포스트를 한 적이 있었는데요, 개발자는 마켓 약관은 지켜줘야 됩니다. 검증 없이 업로드 가능한 시장임으로, 악용 사례도 많이 발생하고 있어 이러한 부분을 구조적으로 개선하고자 하는 것이 주 목적으로 보이는데, 제약도 점점 많아지네요.

전체적으로 저희 시각에서 정리하면
- 불명화한 사항들을 명확하게 정리한 약관이고 ( 긴 문장을 딱딱 잘라서 독해가 쉽게 하였습니다. )
- 그간 느슨한 컨텐츠와 광고에 대한 규제를 강화한 것이 주요 골자입니다. 주요 관심 사항들을 정리하였습니다.
Impersonation or Deceptive Behavior – 유명한 IP와 비슷한 아이콘이나 이름 등으로 착각을 주지 못 하게 하겠다는 의도로 보입니다. 짝퉁앱 제거하는 작업으로 보입니다.
Gambling – 기존 도박에서 Games of skill로 범위를 넓혔네요. Games of skill은 통상 고스톱,마작, 포카 등으로 보시면 됩니다. 등록이 안 되는 것이 아니라 이런 것에서 현금 또는 현금성 아이템을 주면 안 되는 것입니다.
Dangerous Product – 저번에 비해서 체계적으로 정리하여 주셨습니다. 특이 사항은 가끔 고객들에게 GP 다운받게 하고 이후 내부 업데이트 유도 시 다른 마켓 또는 APK 설치하여 외부 결제 사용하는 경우가 있었는데, 이것도 아니 된다는 문구가 추가되었습니다.
System Interface –
1) : 홈스크린 솟컷,북마크, 아이콘 등을 임의로 생성하지 말 것 => 기존과 동일한데 문구가 좀 더 강화되고 기존 광고항목에서 시스템 항목으로 변경되었습니다.
2) : 시스템레벨 노티를 통하여 광고를 노출하지 말 것. ( 앱서비스 프로모션을 위한 것은 가능 ) 이것도 기존 대비 많이 강화되었습니다. 기존 문구는 Ads must not simulate or impersonate system notifications or warning이였습니다.
3) 다른 앱을 삭제하도록 유도(encourage,mislead)하거나 보상하지 말 것 ( Security 서비스를 제외하고 )입니다. 이 항목이 왜 여기 있는지는 저도 잘 모르겠습니다.
Spam 관련 사항 – 작년에도 공유드렸지만 절대 설명에 다른 앱 이름 넣지 마시고 반복적인 단어도 쓰지 마셔야 합니다. 불필요한 행동을 하시면 안됩니다. 올해 더 문구가 조금씩 강화되었는데요,
세번째 문구가 작년에 비하여 많은 변경이 있었습니다. 제가 해석하여 보면, A. 개발사는 1) 부정한(fraudulent) 방법의 설치, 2) 유상 또는 가짜 리뷰 또는 평점 생성, 또는 3) 평점에 인센티브 제공 등 B. 공인되지 아니한 방법( 언어토라이즈 민즈)을 통하여 C. 상점 내에서 자신의 위치를 변경을 시도하거나 또는 상품 Rating이나 리뷰를 인위적으로 조정하고자 하면 혼난다..
여기서 Fraudulent installs에 대한 범위가 논란이 예상되는데요, Fraud 단어로 유추하면 봇 형태로 계정 생성을 통한 가상 다운로드를 잡겠다는 것으로 해석됩니다. 또한, 통상 게임에서 리뷰 써주면 포인트 주는데 엄격하게 보면 이러한 프로모션도 하면 안되는 것으로 해석됩니다.
Paid and Free Application – 실물 및 음원등이 아닌 이상 모든 과금을 구글을 통해서만 해야 한다고 깔끔하게 정리하여 주셨습니다.
Ad Policy – 광고에 대한 부분이 상당수 시스템 인터페이스로 변경되어서, 큰 변화가 있는 것 같은데 자세히 보면 상대적으로 큰 변화가 없습니다. ( 위에서 주요 항목 벌써 다 치셨습니다. ) 대신 Interstitial Ads에 대한 항목이 강화되었는데, 첫째 광고가 외부로 나오지 못하게 할 것 둘째 누르면 광고 없어지는 것 크고 명확하게 할 것이 주요 골자입니다. 뭔지 짐작은 됩니다. 잔머리 쓰면 다 잡아낼 것이니 하지 말라는 말씀인 듯 합니다.
결론적으로, 작년 약관에 대한 Cosmetic Change를 하면서 여러가지로 주도권을 강화하는 모습니다. 처음 문구부터 Further, they apply to any content from your developer account which is publicly displayed in Google Play, including your developer name and the landing page of your listed developer website.로 시작되는게, 내년에 어떻게 변할지도 대충 짐작이 되네요.
구글약관과 관련하여 티앤케이팩토리가 취하는 사항은 다음과 같습니다.
- 현재 운영 중인 Push 광고 중 Network 부분을 잠정 HOLD할 예정입니다. 정말 어렵게 만든 사업인데요…대신 자체 매체 또는 제휴 매체와 제휴하면 고객 동의가 수반되는 형태로 진행하여 Make up을 하여 보고자 합니다.
- 둘째, PPI 오퍼월 상에 컨텐츠 모니터링을 강화할 것입니다. 구글이 이번 약관에도 광고도 앱의 일부라고 선언하고 있어, 저희 오퍼월의 수준은 제휴 어플리케이션 보다 훨씬 높을 수 있도록 노력할 예정입니다.

Google Play Developer Program Policies
The policies listed below play an important role in maintaining a positive experience for everyone using Google Play. Defined terms used here have the same meaning as in the Developer Distribution Agreement. Be sure to check back from time to time, as these policies may change.
Content Policies
Our content policies apply to any content your application displays or links to, including any ads it shows to users and any user-generated content it hosts or links to. Further, they apply to any content from your developer account which is publicly displayed in Google Play, including your developer name and the landing page of your listed developer website. In addition to complying with these policies, the content of your app must be rated in accordance with our Content Rating Guidelines.
- Sexually Explicit Material: We
don’tdon’t allow content that contains nudity, graphic sex acts, or sexually explicit material. Google has a zero-tolerance policy against child pornography.sexual abuse imagery. If we become aware of content with child pornographysexual abuse imagery, we will report it to the appropriate authorities and delete the Google Accounts of those involved with the distribution.
- Violence and Bullying: Depictions of gratuitous violence are not allowed. Applications should not contain materials that threaten, harass or bully other users.
- Hate Speech: We
don’tdon’t allow the promotion of hatred towardcontent advocating against groups of people based on their race or ethnic origin, religion, disability, gender, age, veteran status, or sexual orientation/gender identity.
- Impersonation or Deceptive Behavior:
Don’tDon’t pretend to be someone else, and don’tdon’t represent that your app is authorized by or produced by another company or organization if that is not the case. Products or the ads they contain also must not mimic functionality or warnings from the operating system or other applications. Products must not contain false or misleading information in any content, title, icon, description, or screenshots. Developers must not divert users or provide links to any other site that mimics or passes itself off as another application or service. Apps must not have names or icons that appear confusingly similar to existing products, or to apps supplied with the device (such as Camera, Gallery or Messaging).
- Personal and Confidential Information: We
don’tdon’t allow unauthorized publishing or disclosure of people’speople’s private and confidential information, such as credit card numbers, Social Securitygovernment identification numbers, driver’sdriver’s and other license numbers, non-public contacts, or any other information that is not publicly accessible.
- Intellectual Property: Don’t infringe on the intellectual property rights of others, (including patent, trademark, trade secret, copyright, and other proprietary rights), or encourage or induce infringement of intellectual property rights. We will respond to clear notices of alleged copyright infringement. For more information or to file a DMCA request, please visit our

- Illegal Activities: Keep it legal.

- Gambling: We don’t allow content or services that facilitate online gambling, including but not limited to, online casinos, sports betting and lotteries, or games of skill that offer prizes of cash or other value.

- Don’t transmit viruses, worms, defects, Trojan horses, malware, or any other items that may introduce security vulnerabilities to or harm user devices, applications, or personal data.

- An app downloaded from Google Play may not modify, replace or update its own APK binary code using any method other than Google Play’s update mechanism.
- System Interference:
- An app downloaded from Google Play (or its components or derivative elements) must not make changes to the user’s device outside of the app without the user’s knowledge and consent.
- This includes behavior such as replacing or reordering the default presentation of apps, widgets, or the settings on the device. If an app makes such changes with the user’s knowledge and consent, it must be clear to the user which app has made the change and the user must be able to reverse the change easily, or by uninstalling the app altogether.
- Apps and their ads must not add homescreen shortcuts, browser bookmarks, or icons on the user’s device as a service to third parties or for advertising purposes.
- Apps and their ads must not display advertisements through system level notifications on the user’s device, unless the notifications derive from an integral feature provided by the installed app. (e.g., an airline app that notifies users of special deals, or a game that notifies users of in-game promotions).
- Apps must not encourage, incentivize, or mislead users into removing or disabling third-party apps except as part of a security service provided by the app.
Network Usage and Terms
Applications must not create unpredictable network usage that has an adverse impact on a user’suser’s service charges or an Authorized Carrier’sCarrier’s network. Applications also may not knowingly violate an Authorized Carrier’sCarrier’s terms of service for allowed usage or any Google terms of service.
Spam and Placement in the Store
Developers are important partners in maintaining a great user experience on Google Play.
- Do not post repetitive content.
Product descriptions shouldDo not beuse irrelevant, misleading, or loaded withexcessive keywords in an attempt to manipulate rankingapps descriptions, titles, or relevancy in the Store’s search resultsmetadata.
- Developers
also shouldmust not attempt to change the placement of any Product in the Store, or manipulate any product ratings or reviews, by rating an application multiple timesunauthorized means such as fraudulent installs, paid or fake reviews or ratings, or by offering incentives to users to rate an application with higher or lower ratingsproducts.
- Apps that are created by an automated tool or wizard service must not be submitted to Google Play by the operator of that service on behalf of other persons.
- Do not post an app where the primary functionality is to:
- Drive affiliate traffic to a website or
- Provide a webview of a website not owned or administered by you (unless you have permission from the website owner/administrator to do so)
- Do not send SMS, email, or other messages on behalf of the user without providing the user with the ability to confirm content and intended recipient.
Paid and Free Applications
- App purchases: Developers charging for applications and downloads from Google Play must do so by using Google
Play’sPlay’s payment system.
- In-app purchases:
- Developers offering virtual goods or currencies within a game downloaded from Google Play must use Google Play’s in-app billing service as the method of payment.
- Developers offering additional content, services or functionality within
an applicationanother category of app downloaded from Google Play must use Google Play’s payment system must use Google Play’s in-app billing service as the method of payment, except:
- where payment is primarily for physical goods or services (e.g. buying movie tickets
; e.g., or buying a publication where the price also includes a hard copy subscription); or
- where payment is for digital content or goods that may be consumed outside of the application itself (e.g. buying songs that can be played on other music players
)).
Developers must not mislead users about the applications they are selling nor about any in-app services, goods, content or functionality they are selling.
Subscriptions and Cancellations
Google’sGoogle’s subscription cancellation policy is that a user will not receive a refund for the current billing period when cancellingcanceling a subscription, but will continue to receive issues and updates of the relevant subscription content (if any) for the remainder of the billing period, regardless of the cancellation.
You (as the content or access provider) may implement a more flexible refund policy with your users directly, and it is your responsibility to notify your users of those policies and ensure that the policies comply with applicable law.
Ad Policy
The policy below covers all ads that are implemented in and bundled with apps. These rules are important in maintaining a positive experience for everyone using Android apps from Google Play. Be sure to check back from time to time, as these policies may change.
- Developer Terms apply to the entire user experience of your application

Please be aware that Google’s Developer Distribution Agreement and Developer Program Policies (together, “Developer Terms”) apply to each application (“app”) as well as any ads or third-party libraries bundled or made available through the app. Offer your users a consistent, policy compliant, and well communicated user experience.In general, ads

- Interfering with Apps and Third-party Ads

Ads associated with your app must not interfere with anyother apps or their ads on a third-party application.
Policy Enforcement
In the event that your application is removed from Google Play, you will receive an email notification to that effect. If you have any questions or concerns regarding a removal or a rating/comment from a user, you may contact us athttp://support.google.com/googleplay/android-developer. http://support.google.com/googleplay/android-developer. Serious or repeated violations of the Developer Distribution Agreement or this Content Policy will result in account termination. 구글 정말 대단합니다. 한걸음 한걸음 움직이는 것 보면 정말 제일 똑똑한 것 같습니다. 예전에는 이들의 명석함이 부러웠는데, 이제는 두려움 반 무서움 반입니다.
전세계의 수많은 개발자를 이렇게 A4지 2~3장 분량으로 통제할 수 있다는 것이 정말 짝짝짝 입니다. 다시 젊어질 수 있다면 구글 본사에 취직해서 이들 시스템을 배워보고 싶네요. 그래도 이 약관에 관여하는 직원은 많이 있겠지요…
